Random to an extent, yes, but not how we should perceive this.

When a machine is ready to pay, it has a lesser pool of numbers to choose the random winner. Get your head round it!

I can understand what your saying perfectly well, and it would keep them to percentage well BUT:

On what authority are you saying this? Pure speculation I'd imagine, and no playing experience would justify this statement btw - you would have to be the programmer/know the programmer.
