Very normal, but it's difficult to say whether it's capable of doing more. Sometimes the next board might go straight up too.
I played one this afternoon which allowed me to nudge in the Gold 7s for £20, won the next gamble (which is £30 on the cash stack) and then killed me going lower than an 11. About £40 later, it finally went up and went flat. Very confusing.
I'd say of all the machines out there at the moment, this one is a real candidate for a first board MS. It seems to be able to gamble all the way up when you least expect it, making it hard to know exactly when to leave it. But as Matt said before, there are low down features which can pay big amounts, which you could try for to see whether they're ready.
7th Heaven brings down the next 7 on the first reel, then matches it on the other 2 reels. So if it's a Gold 7, it's a quick £20.
You're Barred! does the same with the bars. So the triple bar is a quick £6 (yet it's very low down on the board).
Something else to keep an eye on is when the auto-nudge win is the green bars (£3.20): there's an extra nudge on the green bar on reel 3 which in many circumstances gives you enough for the blue 7s for £8 instead. Trouble is, if you autonudge it won't give you that extra nudge to use, so do it manually and see whether the £8 is possible.
This machine may at times offer a choice where the player has every chance of bankruptcy
