Jiggin' in the riggin'

I have just purchased this machine off EBay,
however there is a really strange problem.

When I turn the machine on, all the lights come on. No reel initialisation happens and it doesn't boot into play mode, just simply all lights come on.

What could be causing this?

played Quasar prob donkeys years ago when it was all the rage - i think this was in Streatham, South London.

Then i moved on to paintballing, got bored with it, and now do Airsofting.
