If in fact what you wrote above does occur, the bookmakers would be in violation of their license terms to operate FOBT roullette. These operations are stictly audited and regulated by third parties.
If companies are making money from the parameters of the game, it is vastly unlikely they will risk losing the license to print this money for the sake of short term gains. They know all the addicts will continue to play the game until the house edge takes their cash. They just have to wait.
These stupid theories just don't take into account the fact that the bookies will take all your money if you play roullette anyway, it's just a matter of time.
