Fruit Machine Help -MayGay 'Homers Meltdown

I have recently bought a fruit machine called homers meltdown by maygay, i bought it for 16 quid because it was faulty, basicly it turns on and the top half of the lights come on but the more buttons you press the more lights come on and the reels try to spin but dont, and the LED display flashes now and again, al of the curcuit boards and everything look okay, i just need some advise as to what is wrong by someone who knows what there talking about, ive left it on for hours to see if it charges it or something i dont know what to do, becuase i dont know anything about these machines, thanks in advance for anyone who can help,

Also at the top near to where it says homers meltdown, what i think is an error code in red LED writing says 'CL' ive tried to make sense of this over the internet and in the manuals but i can find anything

CL just means Cash Low.
It means there is not much money in the hopper.
Cant remember at what level CL used to come on machines. £18?
