IP addresses are assigned in blocks to service providers. Service providers can either allocate these IP addresses as static or dynamic. most home broadband users, and all mobile phone / mobile network dongle users will be allocated a dynamic IP address. This means that the address can be re-assigned to anyone at any time from the operators customer base.

I suspect if you geolocate the IP's trayhop, they'll all come up as O2 or Orange or Vodafone.

The issue gets even more murky with NAT (network address translation). This allows several local IP addresses to access the internet via a gateway (common again in mobile networks). Hence, when someone uses a dongle or iphone browser, it is likely that they will share a gateway at some point.

The gateway setup also makes it very much easier for the operator to log and inspect traffic from individual devices.

well it will find that ,,,,,,, I HAVE ONLY ONE ACCOUNT

95% posts from my home address
4% from abroad - most likely (KRYPTON)
and maybe 1% from a cpl of years back when my mrs used to post.
