No it was around 1996. Around same time as the Bracrest lines and hidden features machines.
A top player has to have top skills (like PMKs youtube vid where he kept hitting skill on cluedo for the GUAC with mate in background chanting "skillz", done normally not the chinning video(s)).
To me that is the main difference bettween normal and top players, having the skill to get that extra few quid/jackpot from skill features.

Classic Skills...that particular cluedo is, sadly, no more.
But for the sake of accuracy, the "gentleman" hitting the skills was no less than the 'epitemy of skillage' BFK. The "SKILLZZ!" bloke was indeed the PMK.....BFK, PMK, BFK, PMK....It's important to know the difference (as Harry Hill may or may not have once said)
To pull that out the bag CONSISTENTLY is good going. Who here can put there hand on The Bible or The Coinslot and solomnly declare "I never mess up the skill to cash attack with a 4 and a step"?
