Bit of a crap question really. Could have been any number of things.
You can include the UK in this group as well. And quite a lot of the Commonwealth, including the Falkland Islands and Uganda. And Hong Kong, despite the recent changeover. And, would you believe, Finland until 1858.
Edit: Shocker! And Sweden until 1967.

I'll re-write the question:
Britain does it. Ireland does it. Most of the Commonwealth, including Australia, New Zealand and the Falkland Islands do it. Canada does not do it, however, probably because they border the USA, who don't do it either.
Somewhat surprisingly, Japan do it, as well as Thailand, India and Pakistan.
Most countries in Europe, including Gibraltar, don't do it. Exceptions include Malta and Cyprus. However, in 1967, after much public debate, Sweden finally stopped doing it. It happened overnight, although it took a few weeks before everything was back to normal.
Can you guess what "it" is yet? If not, I'll give you a dead easy clue.
