Might be stating the obvious here but have you tried turning your refill key whilst holding down one of the hold buttons?

It should go into the refill menu with the door closed.
The loose plug is definitely not the issue affecting the lack of volume control.

if its a back door opening machine then i doubt very much the volume will be accesible via the refill keys, theres usually a sound knob on the main board??

Um... plenty of rear openers had volume control via the refill menu...

Has someone pissed on you while you was sleeping? lose the attitude!
Yes plenty of machines did, but around the town came out back when the original classic cops and robbers first came out, so from my experience the volume knob would be on the main board, ive seen old machines were theres an option on screen ASWELL as having a volume knob on the CPU, as the main board one is for the master, and the menu one being for the pub owner or woteva

Ok.
Firstly it wouldn't have been the
original Cops and Robbers, because as I am sure you are aware, that version used the System 85 tech.
Therefore you must mean the Scorpion 2 version of Cops and Robbers, in which case you'll have difficulty trying to adjust it from a potentiometer on the main board....
The volume is in the test menu.
Open the back door and press the green test button once. To cycle through the tests, press the right hand button. To enter a test press the second from right button.
Set Volume is test "tb".
On entering this test "00" will be displayed on the LED, a tune played and the 3rd button form the left will be illuminated.
The number on the LED represents the volume level and can be set between the values of 00 and 31.
To increase the volume press the 3rd button form the left, to decrease press the 2nd button form the left.
Once the desired volume level has been reached press the start button, the sound level will now be set and the machine will return to test 1 "t1".
Then shut the back door and wait for the machine reinitialise.
Give that a try.
