Unresponsive Monopoly Machine

I have a Monopoly fruit machine which is currently unresponsive. It has a Scorpion 4 main board and is made by Bell Fruits. When I power it up the 4 voltage LEDs on the motherboard light green and then after a few seconds later the note acceptor makes a noise for a second (sounds like a motor spinning). The note acceptor also has 4 red leds on the back and 2 of these are flashing alternately.
Other than that the reels don't spin, no lights and the display matrix doesn't read anything. I can hear a fan spinning (power supply) and during the initial start up the speaker pops once but it doesn't make any other sounds.
Has anyone got a list of things to try, or a Scorpion 4 manual?
