thats a fookin old machine, its missing a barcrest MPU4/gamecard and program from what i can see...

no, not really..
its a cheap arcade filler, at the time a machine on 5p play and (up to )£8 jackpot, all cash didnt need a license (which was somewhere between 400-600 quid a year.
arcades used them as fillers when profits dropped after all cash machines were introduced.
the rules regarding lincese duty have completely changed from them days so i don't know what the current state of play is.
anways, unless someone is looking for that specific machine then its not worth trying to restore imho, its not a classic....
