empire lighting problem

Hi guys,Ive got a empire spell bound quiz machine.Whilst the machine works ok a few lamps in the word spell bound are playing up.The N stays lit,the D and LL dont light at all.The rest flash ok.Ive tried a known working lampdriver board and it does the same,so any ideas why these few lamps are playing up.
