Do you still think in old money UP?
When you say he was the shortest mobile adult, does this mean he had legs? I'm sure there was a chap who had no arms or legs, but still managed to light cigarettes, shave, and father quite a few children. There was a very old film called "Freaks", which was made before the war and was quite disturbing.
None of which is really relevant, I'll go for 2ft 6 inches.
