The inventions man (Q) didnt appear until a few films in.

And part of me wants to say he wasnt in the most recent one. (John Cleese obviously replacing the late Desmond Llewllyn).

I believe the book in which he was issued with the PPK was Doctor No, after the silencer on his Beretta caught on his clothes as he tried to draw it in From Russia With Love. But I can't remember if that's the first film he uses it in.

I could be cruel and say "And who else?" but that was the answer I was looking for :)

The director Ken Hughes also contributed to the screenplay. And the producer was Albert R. Broccoli, who, along with Harry Saltzman, also produced the Bond Films.
