Which two teams are allowed to wear their home strip when playing away, i.e. they can ask the home team to wear their away kit?

reading is correct due to them playing in Royal Berkshire...the royalty part allows it.
The other team is from this country too.
both reasons still hold true but i doubt either team would try to enforce their reason

the other team is preston as they were the first ever league winners

total guess but I eould say Netherlands on the basis that they have all of those huge greenhouses where they grow peppers etc
