BIngo Harry, it was NZ.... Wyoming actually did it decades earlier, but obviously it's not a country. Portugal didn't get in on the act till the 1970s.

Hmmm. I'm a big fan of Iceland (despite never having been), and I'm stumped.

But it is partly administered by Denmark, so I'm going to go for North Zealand.

Agh, wasn't it named after the first settler? I can't remember the name... It's been Iceland for a good long time though - one of the legends is that the first settlers named it such to discourage anyone else coming there and disturbing them!

I'm going to kick myself here, I know... Was his name Andersson? Anderssonland?

I've just been doing some work (hard to believe I know), and came across the word, Ullage.

It was a new one on me... who knows what it means?

Was scutage not a tax on tails, imposed by the Danes on rabbits and hares?

Anyway, ullage isn't a tax. Although like taxes, if you had a lot of "ullage" you'd be a bit miffed.

EDIT: Matt is closer, but I need to know precisely what the "waste" is
