What is the largest city in England never to have been represented in the top flight of English football?

i'm not sure either bristol club has been in the top division.
but is there a bigger city?

Exeter is pretty much half as populous as the place we are looking for.

hmm, i'd guess it is a southern city because in the early days pretty much all the teams were northern.
