From Wiki re Bristol City:

Back among the elite (1966–1980)In 1967, Alan Dicks was appointed manager, and things gradually began to improve, with promotion to the First Division finally being achieved in 1976, ending a 65-year exile from the top flight.

City's second stint in the top flight was less successful and memorable than the club's first, with 13th position in 1979 being their highest finish during this era. Stars of this era included Geoff Merrick, Tom Ritchie, Clive Whitehead, Gerry Gow, Trevor Tainton and Jimmy Mann.

Exeter is pretty much half as populous as the place we are looking for.

hmm, i'd guess it is a southern city because in the early days pretty much all the teams were northern.
unless it is a RL stronghold where football is for poofters.

It's a good shout messi - never been in top flight but smaller (apparently) than the place we are looking for by about 50,000 residents
