UP has it. Income Tax was first levied by Pitt the Younger to fund the Napoleonic Wars. Top rate was originally 10%.

Previously wealthy individuals had been taxed by reference to the number of windows they had- "window tax"- this being a measure of prosperity as glass was expensive and therefore the more windows you could afford, the more tax you paid.
