dond random

Can anyone just confirm whether on any of the machines, if DOND is random ?
I ask this because i have seen planty of 'dead' machines, have a MS in the box, and in the complete opposite seen some buzzing machines have sod all in their boxes !!
Surely this means that they arnt progressive, and mostly random .... ?
