excluding S16, certainly you can. The question is, how much it will cost you.
Some machines, notably bellfruits, have a cycle-based streak/JP. No matter how much you refuse wins, it will take the same amount of money until the streak/JP becomes available. Of course, once achieved, the machine will still hold the % buzz in normal gameplay, which can be milked off.
Usually, this is not a profitable approach, as the cycles tend to be long and alot of value will naturally be lost to the machines % take.
Other styles of machine, like pot-based ones are by their nature very forceable for good returns. Golden Games are a good example.
