Most of these games with a progressive meter do operate "reserve pots" in the background. A meter with a max (say 350GBP) will stop at that figure and pay that out when it hits. In the background, a reserve pot builds. So one day that reserve pot might only have a few quid in it, another it might have a full 350GBP in it too. It all depends on how recently that last pot was hit, relative to when the reserve pot in the background began to build.
