£5 jp licence law

does anyone know if a pub needs a licence to have a £5 jackpot m/c in , cos a friend who's got a pub wants to get one in to replace one of his £35's, hes also thinking ab changing the other £35 to a £25 jp to save the rent!! (personaly £25 ers do play better me thinks).
