There is far more to this. For example, in order to be liable to pay something, one needs to have received something. I haven't received what I was promised and that's why I'm still waiting too. He has had plenty of opportunities to get what he wants in return for what he promised. Pure stupidity is what this is but I'm accepting a stalemate until he grows a brain.
