I think this has been happening ever since the cards got introduced, you can find out how many prizes are still available on the lottery website but it's still somewhat questionable advertising false hope!

Scratch cards are so rigged. Lousy 60% payout or similar isn't it? Almost as bad as bingo.
I've seen several tombolas whereby there are prizes left on the deck but no winning tickets in the spinny whoopla.
Rigged. All rigged. Stick to FOBTs, better %s. Thank God for FOBTs and their non rigged games.
