Something worrying I saw

Was in a wetherspoons and they had a gamestec digital. Upon closer inspection it turned out it wasn't a multi-game unit but was a single roulette game.
So I thought that was the first bad sign.
But I was interested and eventually got to the info page...
This game is random and pays out to 88%.
Random? In a pub? I hope that doesn't catch on...

Please excuse my apparent ignorance of such things, but how can roulette be "random" and pay out to 88%? (unless numbers don't pay 35-1, etc) Random roulette is 97.3%. 88% implies some machine control. Can we infer that if some idiot puts £10k through it covering ever number, thus forcing it to pay at 97.3%, the next people on it are going to get absolutely shafted as the machine tries to get back to its target % ?

If it has a front end, then this is what will be 88%...they could actually run roulette at 100% if they wanted too. Infact it will only run to 88% if you don't play roulette.

If it's random then there's no "target %".
I didn't investigate it fully. I did miss something though. The full message was: "This game is random and pays to 88% based on optimal betting strategy".
Now... All bets in roulette have the same expected odds, except 1: even money bets. The house edge is halved on these due to getting half your stake back when 0 is hit. However, I believe this is only offered in casinos.
And if it's simply a number from 0-36 then I think this has to be completely random and unbiased towards certain numbers. I think there's a rule that random games must offer the odds that are represented. So no making it twice as likely to land on 0 than any other number to increase the %.
So all I can think they've done is change the payouts. And there was indeed a big list of what was being paid out for each type of bet. I didn't really read it though as I was in a rush. The optimal betting part will be because it's actually quite clever that in roulette all bets have the same expected return. If you just go changing the odds slightly to lower the payout then this will be ruined and certain bets will be better than others. This is what I assume they've done and what that message means.

If it's the chip stack roulette unit that I've seen elsewhere, you can only bet £1 initially, there may be some element of control there to keep to it's 88% based game, then you get to bet all your winnings at the expected 97.2% wheel.

Don't you stake £1 on a "pre-game" to win chips to play roulette with, which pays approx 90%. Then you get to gamble your winning on roulette at 97.2%, thus an optimum 88% payout. As Gaz states above.

the new stand alone game has a min 10p stake with no prebet.it also pays out 10p coins
