If the percentage is repeatedly affected by something and the game tries to no longer allow it, what is that other than learning? They might not be able to learn to think intelligently and take over the world in Skynet fashion but they can learn to combat against the way they are being played.
Things get updated here earlier than the rest of the country IMO. You are just fooled by the fact that you find older progs of things floating about due to the sheer amount of games here. The actual ratio for updated games is high here compared to other parts of the country.
The ones that play up the most now show "74%" - I'm sure some of them were 78% earlier in the year. It makes a big difference. Red box, red box, red box. No hold, 3 white boxes straight onto the board etc...

glad I'm not the only one who's noticed ob I was just putting a bit of info out there letting people know that there is a new chip 100% and I get slated for it
I put £280 in one for a £180 back yesterday, which I considered a fair result considering it didn't show a single red box for over £150 so had obviously just been done before I arrived at it (The fact it didn't back for over £100 in was probably the cherry on top but I couldn't key as was in a quiet arcade with lots of staff). Then I played the Dream in the same arcade, phones off £20 and the setup came in very first board, ?, gah!
But then on the other side of the coin, over the weekend I did a Perfect off a tenner.
