Error code definately relates to the hopper payout, but you appear to have tried all the obvious. However, if the opto or the motor are actually faulty, then what you've done will not cure the fault.
I would suggest swapping the hopper bed for a known good unit, to eliminate both of these at once.

Failing anything obvious like a physical obstruction to the reel, then I'd suggest it's simply bugg**ed.
Try swapping the reels around ~ if the fault follows the reel, then the problem is definately with the reel and it will need to be replaced.

Common problem with reels are the opto sensor, but the juddering you have discribed makes it seem more likely to be the motor breaking down.

You could try flea bay, but you will no doubt be approached by others on this forum who have what you need. They're generally not expensive, but due to their weight, the cost of postage can be a killer. They are very simple to replace in less than 5 minutes.
